In a bowl, mix together: Ground meat, Garlic, Ginger, Green onions, Soy sauce, Sesame oil, Rice vinegar, Chili flakes and mix until fully combined.
Take a tortilla and spread a thin layer of the dumpling mixture directly onto one side.
Press it down evenly...like a thin patty.
Heat a pan over medium heat with a little oil.
Place the tortilla meat-side down and cook for 3–4 minutes until: meat is cooked through and crispy and golden brown.
Then flip and cook the tortilla side for another 1–2 minutes until lightly crisp.
